Agricultural Free Patent Reform Act Approved on Second Reading

May 24 2017 – The Senate approved on second reading the bill seeking to remove restrictions on Agricultural Free Patents authored by Senators Richard Gordon, Paolo Benigno Aquino, and Cynthia Villar.

Senate Bill No. 1454 under Committee Report No. 79, was sponsored by Justice and Human Rights Chairman Senator Richard Gordon on May 16, 2017 and was scheduled for interpellation last Tuesday, May 23. However interpellation was moved to Wednesday, May 24, after a request for suspension from the Minority Leader Senator Franklin Drilon.

Senator Drilon is generally supportive of the proposed bill and finds it a good measure. To further strengthen the bill, Senator Drilon suggested incorporating the lifting of restrictions under Section 121 of Commonwealth Act No. 141 which prohibits corporations to acquire lands covered by free patent, homestead or individual sale.

The House version of the bill has been filed by Representatives Joey Salceda, Miro Quimbo, Kit Belmonte, Arthur Yap, and Monsour del Rosario. The House Committee on Justice and Human Rights chaired by Representative Reynaldo Umali is yet to schedule deliberation on said bill.
